Dominion Energy Virginia filed its 2025 biennial review with the Virginia State Corporation Commission on March 31, 2025, asking for $822 million more in base revenue in 2026 and a further $345 million in 2027. The commission's order says that, excluding fuel but including capacity costs, the request would have raised the typical 1,000 kWh residential bill $14.73 (9.8%) in 2026 and another $4.84 (2.9%) in 2027; Dominion cited inflation since 2023, a growing customer base and reliability spending. On November 25, 2025 the commission approved $565.7 million for 2026 and $209.9 million for 2027 with a 9.8% return on equity, raising the typical bill $11.24 (7.5%) in 2026 and $2.36 (1.5%) in 2027, over two years. New rates took effect January 1, 2026, and the order also creates a separate rate class for customers using 25 MW or more, such as data centers, from 2027.
